A strategy is what you want to achieve and how you will accomplish it.  Similar terms include doctrine, tactic and operation, but all have distinct applications in both military and business.  A strategy for an operation (plan) must be consistent with doctrine (culture) to be successful.  Conversely, a tactic is different actions that can be applied to situations consistent with a strategy during an operation.
